Who is eligible to apply

You can apply for PR if you are:

  • An Employment Pass or S Pass holder (the most common route).
  • The spouse or unmarried child under 21 of a Singapore citizen or PR.
  • An aged parent of a Singapore citizen.
  • A student studying in Singapore who meets certain criteria.

Holding a pass makes you eligible to apply — it does not make approval automatic.

The factors ICA weighs

Economic contribution. Your salary relative to your industry and age, your tax history, and the stability of your employment. There is no official minimum, but as context the EP qualifying salary is S$5,600 in 2026 (rising to S$6,000 from January 2027), and higher for the financial sector.

Length of stay. Continuous time in Singapore on your pass. Many successful applicants apply after 2–3 years with a strong, unbroken record.

Family ties. A spouse and children here — especially children in local schools — signal that you are putting down roots.

Age and qualifications. Younger applicants with in-demand skills and recognised qualifications are viewed as longer-term contributors.
